1. Preheat the oven to 350 degrees.
2. Lightly grease a baking sheet.
3. Beat the butter, brown sugar, egg, apple juice and vanilla extract in large bowl until creamy.
4. Stir together the flour, baking powder, baking soda and salt.
5. Add the flour to the butter mixture.
6. Beat until well blended.
7. Stir in the oats.
8. Add the cinnamon chips, apple and raisins and stir until well blended.
9. Drop by teaspoons onto the prepared baking sheet.
10. Bake for 10 minutes.
11. Cool for 1 minute.
12. Remove from the baking sheet to a wire rack.
13. Cool completely.
