1. In a small bowl, sift the flour, baking powder, baking soda and salt.
2. Cream the butter with the sugar.
3. Beat in the eggs one at a time until light and fluffy.
4. Add the flour mixture and blend well.
5. Blend in the lemon peel, vanilla and almond extract.
6. Mix in the pine nuts and anise seed.
7. Mix until just blended.
8. Cover the dough and chill about 3 hours.
9. Preheat the oven to 350 degrees.
10. Butter and flour 2 baking sheets.
11. Divide the dough into 4 pieces.
12. Flour hands and roll each piece into 1 1/2 inch round log.
13. The dough will be sticky.
14. Put 2 logs on each baking sheet spaced about 4 inches apart.
15. Bake until the tops are lightly browned.
16. Cool slightly on the baking sheets.
17. Transfer the logs to a cutting board.
18. Cut crosswise into 1/2 inch thick slices.
19. Put cut sides down on baking sheet.
20. Bake about 10 minutes.
21. Cool on wire rack.
